MINUTES July 20, 2009
Members Present: Jill Lawler [OYC] MC Rothhorn [Parent Coalition] Ken Sperber [GSC]
Mindy Smith [OYC] Michelle Nicholson [IISD]
1. Status Update – Business: MC continues to work on the business contact follow up evaluation.
Faith base: Yvonne was unable to attend the meeting. No update was given.
News and Information: Jill will investigate if there is an update to the August topic Immunization and forward that information to Ken to be placed on the website. September, October and November articles are still relevant. No update is needed.
2. Transit Ad materials and distribution: Details tabled until Year 2 objective have been decided.
3. Lansing 150 Picnic: There will be a family friendly picnic on the lawn of the Capital on August 2nd, 2009 from noon until 5:30 pm. Jackson National Life will be providing bags for the families. Michelle began the discussion about what kind of information about the Great Start Collaborative would be beneficial to families. MC reported that the ECIC had already produced the “Be a Lifesaver” postcard for community members to send to their local legislative representatives. It was decided to see of there were at least 1000 postcards available to placed in the bags for families. Michelle will investigate to see if the post cards would be available. If the post cards are not available Plan B will be to reproduce the transit ad “Find a Playful Balance” and have 1000 made to be placed in the bags provided by JNL.
4. Food Movers: Michelle has developed a new schedule for the Food Mover sites for July-Sept. She is asking GSC agencies to sign up for time slots.
5. Year 2 Priority: Jill Lawler reported on attending the Workgroup Leader meeting on July 17th. At the work group meeting Michelle Nicholson explained the financial background of the funding GSC has received from private funders and what financial assistance is expected for Year 2 of the contract. This lead to challenge the leaders to work with their sub-committee and discuss how is the GSC going to continue activities with the same or less financial assistance from State contracts, and perhaps private funders. During Year 1 Public Awareness work group agreed to the following: $6000.00 to have Talaris PSA to be shown in the NCG and Celebration movie theaters during, $5000.00 to customize transit ads from Civitas with GSC contact information, and approximately $27000.00 to Literacy Event at the Lansing and Meridian Malls. The discussion that followed was if these items were effective, are the results measurable, and do they make a systemic change. To build on future discussions, the transit ads seem to be a better source of “spreading the word” about early childhood and the importance of quality experiences. Public Awareness would like to work in collaboration with Kindergarten Transition, Quality Initiative and the Early Literacy Coalition on how to effectively distribute information to Ingham county families. Another discussion lead to the process of collaborating with Ingham county community and neighborhood centers that may already have events, workshops or festivals already developed, instead of creating our own event to share awareness about GSC.
6. League of Women Voters: Ken Sperber reported that Kathy Esselman, the president of the LWV, had contacted him to see if the GSC would be interested in collaborating on another candidate forum to be held in October at Cooley Law School. Ken will provide an update at the August meeting.
7. Mindy Smith will be attending the Public Awareness sub committee meetings as a representative from OYC, as a replacement for Jill Lawler.
Next meeting will be Monday August 17th, 1-3pm at the MSU – Ctr. for Comm. Econ. Dev. Pro. Bldg

A presenter from Indiana will provide a “train the trainer” presentation, to local faith leader about the alcohol and drug abuse issues that may effect elementary and middle school children. This information will be targeted to inform the parents or guardians of elementary and/or middle school age children. This training is entitled: Walk the Talk program.
News and Information –For November, information for Food Safety will be added. Jill Lawler will gather the information. MC Rothhorn will look into gathering information about Fire Safety for December. January and February topics will remain the same.
2. Public Awareness Business –
Outreach –Yvonne developed a sign in sheet that was passed around to the GSC members during the Birth to Five meeting September 10th. Several agencies were able to fill in slots for participation during the Food Mover events. The sign in sheet is currently being updated, although Michelle reported that there are few more spots that need to be filled in.
Communication Plan – Ken Sperber reported that ECIC has developed a Communication Tool Kit that the GSC have been encouraged to utilize. The Tool Kit consists of a work plan, crisis control plan, evaluation plan, and worksheets. It was established that if there was crisis or media issues, that the GSC would defer to the ISD and Michelle Nicholson as the spokesperson. Another topic was how information is disseminated throughout the GSC membership. Currently members are on a list serve to receive emails on updates or community events. It was discussed to add legislative members to this list as well, to receive information on a regular basis. Ken has developed a grid for the Communication plan, outlining the objectives, strategies and time line of actions.
3. Community Events –
Press Event for CAUW funders – The “check presentation” to the GSC from Capital Area Regional Foundation and United Way was on September 10th, 2008 at 11:00 am at the East Lansing Library. Three local television channels were there taping the event. Channel 10 asked Jamie Yeoman and Michelle Nicholson to speak on camera of the importance to early childhood education to receive this funding. (Click here to view the video clip on WILX News 10 website).
League of Women Voters – The League of Voters, in collaboration with Cooley Law School, ICHD and GSC, have scheduled four nonpartisan events to provide information about voting and health care in the Lansing area. The meetings on September 3rd, which was during a Food Mover’s event, had about 81 participants there. At the September 9th event there were about 10 to 15 people in attendance, most were Cooley Law students. The September 16th date has been cancelled and September 23rd has been added. This will be held at the Cooley Law School campus. The last date will be October 14th and will be held in the Union building on MSU campus. The MSU Board Trustees have been asked to attend. 2. Public Awareness Business –
Outreach – Yvonne Phillips and Wendy Moncada have been available to present information about local agencies and services through local Food Mover sites. Yvonne reported that this has been a productive avenue to talk to parents and/or family members who have young children in their household about services that are available in the community. Michelle Nicholson would like agencies in the GSC to use the Food Mover sites as a method of making face-to-face contact with the community. Currently there are four locations in the Greater Lansing area, North Precinct, South Precinct, North Network Center and Faith United Methodist Church. A discussion followed about what types of brochures would be available, how the brochures would be distributed and a system of agency assignment would need to be developed as well. Yvonne agreed to develop a sign in sheet and it would be reviewed at the next Public Awareness meeting in September.
Communication Plan – Ken Sperber reported that ECIC has developed a Communication Tool Kit that the GSC have been encouraged to utilize. The Tool Kit consists of a work plan, crisis control plan, evaluation plan, and worksheets. There was discussion about the GSC and what type of communication plan is in place. It was established that if there was crisis or media issues, that the GSC would defer to the ISD and Michelle Nicholson as the spokes person. Another topic was how information is disseminated throughout the GSC membership. Currently members are on a list serve to receive emails on updates or community events. It was discussed to add legislative members to this list as well, to receive information on a regular basis.

Public Awareness MINUTES - July 16, 2007
Members Present: Pat Farrell [MSU Outreach], Ken Sperber [Great Start Collaborative], Sharlina Pye-Mack [Parent] Jill Lawler [OYC] Elaine Williams [MSU FCE] Yvonne Phillips [Faith-Liaison Coordinator]
- Faith Base Initiative – Follow-up and distribution of Health Newsletter from WKAR are being distributed to faith-based contacts already established.
- Business Tool Kits – OYC continues to attend community-based business and organizations presenting Tool Kits options for their employees. Lori Brasic will be attending meeting with CAYA Wednesday July 18th.
- Monthly Awareness Articles – It was discussed that the themes and topics posted on www.cacvoices.org under GSC page will remain as the focus for each month. GS Collaborative agencies will provide updated information as needed, to be reviewed by the P.A. committee. September will be Physical Health, with a focus on Play and Exercise. October will be Physical Health, with a focus on Car Seat Safety.
- Create a Speakers Bureau – OYC submitted a form of application for the P.A. committee to review. After reviewing the form another discussion was generated about the “purpose” of the Speakers Bureau. Discussion was generated to have a brief description or mission of what the “early childhood speaker’s bureau” is. It was decided that instead of asking individuals to present information, the need may be met better by agencies that currently provide this service. P.A. committee will brainstorm a list of agencies that currently provide public presentation in the community. It was agreed upon that each P.A. member will independently brainstorm and create a list of agencies and topics to be discussed at the next P. A. meeting. Jill Lawler will work on a different form which would be agency specific, instead of individual specific for the P.A. committee to review.
- Website
Resources – Ken reported that the
most current version of the Ingham Community Report has been posted at the
website. The final copy will be posted there as well. It was
suggested that we look at a way to allow feedback on the Community Report
via the website.
- The group reviewed the parenting article themes for July, August and September and noticed the link in the "Early Play and Exercise"
needed updating. Jill will send Ken the updated link to revise.
- Great Start educational commercials – It was suggested that this idea should be forwarded to the Kindergarten Transition Committee.
- New Business – Pat Farrell shared that MSU and Lansing School District have received a four-year grant from the University of North Carolina-- Frank Porter Graham Institute. The focus will be on improving the academic achievement of boys of color, from ages 3 to 8 years. The planning process for this grant will take place this fall.
- Elaine Williams had an opportunity to have a discussion with someone from Comcast about purchasing “air” time for GSC PSA information. Based on the conversation last month about purchasing media presentation slides at local movie theaters, Elaine thought that Comcast slots would have a wider audience. It was decided to table this topic until the next meeting.
- The Public Awareness group has an opportunity to suggest a question for the candidates for the Lansing City Council for the upcoming League of Women Voter's Voters' Guide. The question the group suggested was: What role should the City take in supporting families with young children?
Future Meeting Dates: Aug. 20, Sept. 17, Oct. 15, Nov. 19, and Dec. 17.

MEETING NOTES June 19, 2007
Members Present: Pat Farrell [MSU Outreach], Ken Sperber [Great Start], Sharlina Pry-Mack [Parent Liaison] Jill Lawler [OYC] Elaine Williams [ MSU FCE]
- Faith Base Initiative – PSA’s have been approved for radio stations 96.5 FM and WWSJ Radio Joy 1580 AM
- Business Tool Kits – OYC continues to attend community-bases business organization presenting Tool Kits options for their employees.
- Monthly Awareness Articles – It was unsure if July and August articles need to be developed, or if the articles are already completed.
- Radio/Television – Contact has been made with Ben Stark, instructor at the Hill Center for Academics and Technology with the Lansing School District. Mr. Stark stated his class would be able to assist in editing the PSA’s audio examples and add current contact information for the Great Start collaborative.
- Create a Speakers Bureau – After discussion there was agreement that this would be a benefit. It was decided the list would be generated from current members of Birth to Five Collaborative and CMAEYC (Central Michigan Association of the Education of Young Children) members. A form/survey will need to be developed that each person who is interested on being the Speakers Bureau would need to complete. Jill Lawler will create this form and bring to the next meeting.
- Big Name Champion – This item was tabled until the next meeting.
- Website
Resources – Michelle received a report about the MI Great Parents website
utilization. In the most recent
ten months (7/2006 – 5/2007) the Ingham website has received 1,987
visits. This is up from 1,326
visits in FY2005 and 1,688 visits in FY2006. Ingham County website visits indicate the 2nd highest usage
in the State.
- New Business – Discussion developed about the option of producing Great Start Educational commercials, or Born Learning video clips that could air on the school cable stations. It seems that the school district cable stations re-run school events during the summer months and may be “open” to having new material to run during the summer months. This will be additional discussed at the next meeting.

WELCOME & INTRODUCTIONS
No new report.
BUSINESS TOOKITS
Jill and Lori are working on engaging other business leaders to present the toolkits. At the Rob Gunewald event they were able to connect with two more interested business leaders in addition to an invitation to present at the June 2007 CAYA Board of Directors meeting. OYC has contacted 8 businesses as a follow up to Bill Millett’s presentation, and also made plans to attend future Lansing Chambers of Commerce Mixers in order to meet with more business leaders.
FAITH-BASED TOOLKITS
To date Yvonne has engaged with 20 different faith-based organizations. These organizations are receptive to Yvonne’s presentation and the resources that are being provided. These resources include the monthly topic brochures and other printed materials that relate to the topic, OYC yellow pages, and information regarding parent workshops in the local area. The churches are interested in additional parent resources and workshops.
A discussion was held regarding the lack of money for trained professionals and programs in our area that work with the various components of parent education; such as workshops, classes, and home visits.
NEWS & INFORMATION ARTICLES
This month’s Great Start Collaborative topic is Asthma. The brochure that was used was “Asthma Triggers Checklist” that was printed by the EPA. We were given permission to adapt it and we added information regarding the Healthy Homes University as the local contact for our county. In addition to the brochures and bullets, we were given permission to set up a display at the Main Library downtown. Diana and Nancy Bujold used resources and materials that were provided to the Great Start Collaborative by Healthy Homes University, Mid-Michigan Asthma Coalition, and the American Lung Association. Pictures were shared regarding the display. It was suggested that next time we have a display up at the public libraries, that we should include the Great Start Collaborative logo.
June 2007 topic is lead poisoning prevention and awareness. Diana contacted the Lead and Healthy Homes section of the state of Michigan Department of Community Health and did hear back from them. So we got permission to use the brochure “Is Your Child Safe From Lead Poisoning – Learn How to Protect Your Family” from the State of MI website at www.michigan.gov/leadsafe. We have ordered 250 and are in the process of obtaining more. We will continue our efforts to connect with our contact at the Lead and Healthy Homes sections to gather more resources for the families, churches, and businesses in our area.
PUBLIC AWARENESS WORKPLAN
The work plan that was created at the June 2005 Birth to Five Subcommittee Retreat was reviewed to see if the goals were still appropriate and if there was any needed changes or additions. There were changes and adjustments made and they were added on the work plan in italics. These changes will be reviewed at a future Birth to Five meeting for input.
RADIO/TELEVISION CONNECTIONS
As far as outreach, we are doing well with print media; however we would like to expand our efforts via local radio and television. Some radio stations have been identified and will be followed up by committee members:
Diana: Spanish
stations on AM and LCC
Jill: Ben Stark of
Hill Vocational
Sharlina: Radio 99.7
Yvonne: Joy 1580 AM
(gospel)
WEBSITE RESOURCES
Ken showed how the translated articles were being displayed at http://www.cacvoices.org/birthtofive in the Parenting Articles section of the website. Ken reported and showed that the Training section includes updated lists of local State and regional early childhood professional development opportunities. NEW BUSINESS
Rob Grunewald presentation was held this past Thursday on May 17th, 2007 from 3 p.m. to 5 p.m. at the Radisson Hotel in Lansing. There were about 30 people who attended. CAUW was a sponsor and invited the CAUW Board, their top 30 Businesses that contribute to CAUW, and Community Impact Committee.
