Meeting MINUTES  - Wednesday, May 23, 2007

 Introductions & Approval of 3/14/07 Minutes

            Members introduced themselves and welcomed Fran Jozefowicz who will be taking Diane Weinberger’s place at CEI-CMH when Diane retires June 15th.  Members reviewed and approved the Minutes from 3/14 meeting.

 

ECIC updates - Star Power Rally 5/29  

The ECIC rally for early childhood investment on the Capitol Steps is planned for 5/29/07.  Participants will receive free T-shirts, food, parking; and for parents child care and mileage reimbursement.  There will be a rally, special awards, advocacy training and meetings set up with individual legislative offices.  Michelle encouraged parents and staff to come and bring others to help advocate for investment in early childhood.

                             

Community Needs Assessment – Strategic Planning Process

            Michelle outlined the plan to spend time at this meeting to refine and bring clarity to the Priority Strengths and Surprises document form the 4/11/07 meeting.  The plan is to includes these priorities and community profile data into a Community Report Card which will be shared in a series of community conversations from June through August.  These community discussions to gain feedback and build consensus will be planned for the existing Birth to Five workgroups, at the Power of We, Early On parent groups, Head Start Policy Council meetings, etc.  Based on the discussions at these community conversations we will then develop strategies for a 3-5 year plan and benchmark outcomes for early childhood in our community.

            The committee reviewed each of the Priority & Strengths for each of the five areas and clarified and elaborated on some of the items.  The revised Priority & Strengths document is attached (Priority & Strengths rev 5-23-07.doc), and will be brought back to the next GSC meeting for discussion and a consensus vote.

                   

 Outreach Initiatives - Parents, Business, & Faith-Based

Michelle reported that there were 30 people who attended the Rob Grunewald 5/17 presentation.  His message about investing in early childhood was well received and his slide presentation is now posted on the Ingham GSC website in the training section.  In addition, people from the R.E. Olds Foundation and the Capital Region Community Foundation also attended another Rob Grunewald presentation earlier in the day with the philanthropy community.

 

Advisory Sub-Groups – Ingham Early On

            Stephanie Peters presented the Early On annual grant application and background information to the GSC.  Some of the focus areas and accomplishments of the 2006-2007 grant cycle (fiscal year) include:

  •           Increase in referrals.
  •           Increase in number of children served (federal law requires a minimum of 2.2% of live births).  Ingham County Early On has served 6.17% as of the 12/1/06 period count.
  •           Increase in service coordinators and providers through an increase in staffing by 1.0 FTE.  Increase in trained service coordinators through partnership with Early Head Start.
  •           Increase in parent participation in out Local Interagency Coordinating Council via the Early On Family Committee
  •           Increase in the number of community organizations/sites partnering in providing services in Natural Environments.
  •           Improvement in compliance with IDEA 2004 through trainings and conferences for service coordinators and providers.

 

The goals for the Ingham Early On 2007-2008 grant cycle include:

  •           Maintain levels of service and community partnerships.
  •           Increase staffing by adding 0.7 FTE service coordinator/provider.
  •           Participate as an active partner in the implementation of local ECIC grant activities
  •           Continue to increase opportunities for children and families to recive services in the Natural Environment.
  •           Provide data to the State regarding each child’s ongoing developmental progress and achievement of individual family and child incomes.

 

The projected Grant allocation will increase slightly from FY06-07 ($424,816) to FY07-08 ($432,419), and the number of grant funded service coordinators and providers will also slightly increase from a total of 31.83 FTE to 32.93 FTE.  Due to the rising costs of health care and other benefits as well as the Ingham ISD indirect rate, some small decreases in the budget will also be necessary.  The grant funding for the IISD Summer Services, GAP funds, meeting expenses, and teaching supplies/equipment were all decreased in order to balance the budget expenses with the grant revenues.

Acting as LICC the Ingham GSC discussed and approved the Early On grant application & budget, and recommended its approval by the Power of We and the Michigan Department of Education.

              

Workgroups - Updates

Written  Workgroup Summary Reports for April 2007 were distributed (see below).      

Additional information was also shared at the meeting from some of the workgroups:

Literacy Coalition  - The Fall Literacy Kickoff event location this year will not be at the State of Michigan Library.  Instead there will be two events one at the Lansing Mall (10/20/07), and the other at the Meridian Mall (10/27/07)

Public Awareness - Diana, working with Nancy Bujold from CADL, set up a display for the month of May for Asthma Awareness at the main Lansing Library branch lobby.

Safe Sleep - reported the on the successful Outreach Workers Safe Sleep Training held 4/25/07 for ten participants

Kindergarten Transition - Continues working on ways to improve Kindergarten enrollment including an on-site event for Peckham workers by Lansing SD, MSRP, Head Start, Early HS and Birth to Five.                                                           

Operations Committee - Michelle reported on requested line-item transfers that have been reviewed by Operations Committee.  Approved and will be sent on to ECIC.  Ken, Michelle, and Sharlina attended the Smart Start TA Conference May 8-11, and will be sharing information from the workshops at the relevant Birth to Five Workgroup meetings.

 

Updates – All

            Promoting Academic Success (PAS) - a 5 yr grant application by Lansing SD, Head Start, BCFI, and MSU to promote academic success of boys of color between the ages of 3 and 8.  The project will be looking at mentoring and a variety of family, school, and community interventions.  The RFP is supported by the W.K. Kellogg Foundation, and the Frank Porter Graham Child Development Institute. The proposal has requested $100k for each of five years.  The applicants are expecting a second site-visit and negotiations on the grant dollars and included support services.

Change in GSC meetings for Summer

The next Ingham GSC Meeting will be Wednesday June 13th, from 1:30-3:30pm at the University United Methodist Church (UUMC), 1120 S Harrison Rd in East Lansing.  Child Care will be available by Reservation Only - Call 371-1347.  NOTE: The other GSC summer meetings on July 11th and August 8th will also be in East Lansing at the UUMC.

Kindergarten Transition

Questions/Clarifications/ Comments

The Kindergarten Transition Committee met on April 18th and discussed the following items:

  • The Fall Transition Week for kindergarten students was approved by the Lansing School District. 
  • Committee members will meet with kindergarten steering committee members to review the materials used in the Fall Transition Week.
  • The committee is focusing on enrolling more potential kindergarten students before the school year ends. 
  • Head Start and Lansing School District collaborated to bring the district enrollment staff to the Head Start Field Day on May 4th at Hawk Island Park.
  • The committee decided to arrange an enrollment opportunity at Peckham to meet with refugee families with interpreters.

Literacy Coalition

 

Next meeting May 29, 8:45-10:30 at the East Lansing Library.   Making the final decisions at May 29 meeting on performers for Oct. 20 and 27 Kick-off events at the Malls and characters for Literacy week events at the agencies Oct. 21-Nov. 3.

Public Awareness

 

A display for May-Asthma Awareness month is on display at the main branch of Capital Area District Library. There was a lot of discussion with Yvonne and Bishop Maxwell regarding the contacts with the faith community, what churches are asking for and what we can ask of them. Ron Grunewald will be presenting at the Radisson Hotel on 5-17-07.  He is an Economist from the Federal Reserved Bank.  This is in partnership with CAUW, Capital Region Community Foundation and GS collaborative.  Businesses leaders and members of the Birth to Five subcommittee will be invited.  ECIC is sponsoring the Star Power Rally on 5-29-07 at the Capitol. Quality Initiatives


Continued reviewing the Root Causes Matrix (current work plan) regarding previously identified priorities of Birth to Five and action steps that had been identified. We began linking the action steps with the goal statements for the workgroup. At the next meeting we will continue to revise the action steps and reframe them to support the goal statements.

The next meeting will be June 6, at Kellogg Center, from 1:30-3:30.

Safe Sleep

 

The Coalition discussed upcoming trainings and conferences.  The major
training for the month of April was held on April 25th.  Thank you to
OYC and Lori Brasic and team for providing this training.  The
possibility of conducting a training session for Sparrow's pediatric
residents was discussed.  Other educational opportunities that relate
are the William Worden conference "Children and Grief" on May 18th
sponsored by Tomorrow's Child and the Tomorrow's Child training session on October 4th and 5th.   Next steps for the coalition will be discussed at the June 25th meeting.  (May 21st mtg. is cancelled).

Infant Health Disparities

 

The next meeting of the Infant Health Disparities Coalition/Infant Mortality Initiative will be on June 28th.  At this meeting, we'll plan to discuss the IMI goals, objectives, and plans for the future; so it's important that we are able to get a broad representation of the community at the table.  The May 24th meeting has been cancelled.

Operations Committee

 

At 5/4/07 meeting discussed and planned the 5/17 Rob Grunewald Presentation and the 5/29 Star Power Rally.   The Operations Committee reviewed the Ingham GSC budget and expense information and approved the line-item transfers for postage to printing ($4,500), and from communications and outreach ($2,500) into salary support for IISD finance technician.  The Committee reviewed the Agenda for the May 23rd Birth to Five Meeting and discussed ways to continue efforts in the strategic planning process.  It was agreed to purchase incentive items to help increase participation at community meetings this summer to share the Community Report Card.
