Members reviewed and approved Minutes from 3/14 meeting.
ECIC updates
The ECIC has arranged to bring Rob Grunewald to Lansing. ECIC will be organizing his lunch presentation for foundation funders. We have started developing plans to also have Rob Grunewald speak at a gathering sponsored by Birth to Five, CAUW, and also maybe the Chamber of Commerce. CAUW is helping to identify 100 business leaders to invite. Michelle asked all GSC members to save the date- the afternoon of May 17th. Invitations will also be extended to Power of We members.
Michelle reviewed procedures being put in place to see that the GSC funds will be spent down according to the approved budget. Michelle was asked to prepare a projection of quarterly benchmarks of how the money is expected to be spent. Now ECIC has stated that what is not spent within the quarter according to the submitted plan will not be available to spend in the next quarter. The IISD will be reviewing whether these restrictions are to be treated as guidelines or whether the contract permits these after the fact requirements. Michelle is confident that we will be able to spend down all the budget funds, though line-item transfers may be required. Michelle is less certain that the quarter by quarter projections will exactly match actual expenses quarter by quarter.
Community Needs Assessment – Strategic Planning Process
Michelle outlined a process for continued discussions on identified Key Issues, and reviewing Data Indicators and Trends in small groups. Each small group would discuss three items:
- whether there were any surprises in the data
- 1-2 priority issues in the topic area
- identify 1-2 community strengths in the area
Collaborative members broke into 5 small groups to review the data and discuss priorities. Afterwards a spokesperson from each small group shared their ideas with all the Collaborative members. A summary of the small groups ideas are summarized on a separate sheet (see Priorities, Strengths & Surprises 4-11-2007).
Power of We - Updates
Peggy Roberts gave a brief report from March 16th Power of We meeting. Peggy summarized the status of the Community Compassion Capacity Building grants: over 75 applications received, 59 have been notified that they are eligible to receive funding and must fill out needs assessment by the deadline of Friday 4/13, from that pool 25 will randomly be chosen by the Feds to receive the funding, and all the others will become part of the control group that will receive training but no funding. The final decision should be made by 4/20/07.
Outreach Initiatives - Parents, Business, & Faith-Based
Wendy N reported the 3-part parent training series has been completed. The parents decided to keep meeting monthly, in order to continue to support and to “inspire each other”. Michelle brought to this Collaborative meeting the recommendations from the Operations Committee to contract with Shera Emmons and Malcolm Echols Parent Liasions. The GSC approved the contracts.
Lori reported that OYC will be following up with business leaders that will be attending the Rob Grunewald 5/17 event. OYC staff will meet with each business to help provide consultations to develop custom tailored services for their business and worksite. Teresa and CAUW are helping identify co-sponsors and design of invitations for the 5/17 Rob Grunewald event.
Yvonne reported that she has been visiting with Lansing area churches. Some already have a ministry for parents with young children – others are asking what do we want them to do. Yvonne has been bringing articles and info from the Great Start website. Yvonne has been sharing info about 2-1-1, but is also very open to bringing other materials to the churches. Yvonne asked GSC member agencies to give her additional materials and service brochures to distribute.
Agency Spotlight: Ingham County Health Dept, Natasha Davidson
Natasha showed a DVD highlighting the strengths of Community Health Centers. She passed out a handout summarizing contact info for the 13 Community Health Centers in Ingham County (see Health Centers listings). Services are available on a sliding fee scale. New appointments generally are set up for the middle of the month. Based on needs, patients can start services more quickly. The Ingham County Health Department Community Health Centers are Federally Qualified Health Care providers. Services are available for un-insured, under-insured or insured patients.

Diane announced that the updated social emotional wheel is now available from MI Assoc for Infant Mental Health (see order form)
Lori B shared copies of the latest OYC newsletter and flyers about the “Child Care Day at the Capitol” sponsored by the Michigan Legislative Children’s Caucus and 4C on Tuesday, April 24, 2007.
Lucy reminded members that the “Miles for Smiles” fundraiser is on Saturday, 4/14/07. Lucy welcomed pledges for her to walk (in the snow?)

Met March 20, 2007. Library of Michigan is no longer available for Kick-off Event. Members decided to explore the following options for all Saturdays in October and November: Meridian and Lansing Malls, Westside YMCA, Impression 5, Potter Park Zoo, WKAR Studio. They will report back at the April 17 meeting and a final decision will be made then. Members agreed to try to implement a pilot Imagination Library in Holt in the Fall of 2007. |

Public Awareness |

Vince Delgado from the Refugee Development Center consulted with our group on avenues for distributing our translated materials. A display for May-Asthma Awareness month is being developed and will be displayed at the main branch of Capital Area District Library. A brochure for our Birth to Five Collaborative has been developed for distribution and 3 of our parents will host a display table at the Family Fun Fair on 3-17-07. |

Quality Initiatives |

|
Most of the meeting was spent reviewing and revising the QI Purpose Statement into goal statements. The Root Causes Matrix was also reviewed regarding previously identified priorities of Birth to Five and action steps that had been identified. We began linking the action steps with the goal statements. At the next meeting we will continue to revise the action steps and reframe them to support the goal statements. Due to school district and Head Start Spring breaks, the next meeting for Quality Initiatives will be Wednesday, March 28, 2007 from 1:30-3:30 p.m. at Head Start 101 E. Willow in Lansing. |

Safe Sleep |

The Safe Sleep coalition is planning a training for April 25, 2007 at Bethlehem Lutheran Church from 1:30-4pm for those working in Faith-Based Initiatives, Network Centers, and GSC Parent Liaisons. The Infant Health Disparities Initiative will be helping with some of the costs of the materials for the workshop. |

Infant Health Disparities |

The Infant Health Disparities Coalition/Infant Mortality Initiative met on March 22. At that meeting, we invited representatives from both Work First (JET) and DHS. They shared information about their programs, and how we might be able to better connect. We are also moving forward with our plans to implement the grant from MDCH that will focus on interconception care for African American women. The next meeting will focus on coalition goals and organization and will be held May 24. |

At 3/1/07 meeting the OYC Business Outreach Proposal was discussed and approval was recommended. There was support to work with the ECIC to piggy-back some local sponsored events on the May 17, 2007 visit by Economist Rob Grunewald to Lansing. The Operations Committee reviewed the Ingham GSC budget and expense information and discussed areas that might need to have line-item transfers as the fiscal year progresses. The Committee reviewed the Agenda for the March 14th Birth to Five Meeting and discussed ways to include efforts to begin the strategic planning process. It was agreed to initiate a series of discussions that will carry over the next several meetings. The goal is to reach a consensus by the end of the Spring identifying priority areas needing community actions and the information to be included in the community report card. |
