Opening and Approval of 9/10/08 Minutes
Operations Committee members continue to chair the GSC
meetings. Jamie Yeomans chaired the meeting, and Lori Brasic acted as
the timekeeper. Members proceeded with
introductions and new participant Mary Duncan was introduced and welcomed by
all. The Minutes from the previous Ingham GSC meeting on 9/10/08 were approved
without correction. The meeting Minutes

Fund
Mapping Project – Mike Foley, ECIC
Mike Foley gave an overview of the Fund Mapping Project at the State level, and the ECIC work with the Finance Project. The purpose of the study was to:
- Map federal, state, local and private funding sources that align with Great Start system componentsAnalyze effectiveness of current funding
- Lay the groundwork for developing a strategic financing plan
Using a PowerPoint presentation Mike outlined the methods used to map the early childhood streams of funding at the State level, and their study’s findings. Some of the key findings for State and Federal funding included:
- Total funding for children 0-5 and their families is approximately $2.5 billion
- 85 programs have federal and/or state funding
- Federal funding makes up more than two thirds of total funding
- Many programs leverage private and local funds through required or voluntary matches
- Over 95 percent of funding supports three of the Great Start components (Physical Health, Basic Needs, and Early Care & Ed)
Mike shared a handout that displayed the amounts of funding in each of the five component areas for early childhood. The chart summarizing these funding streams is available as a PDF file at the Ingham GSC website at: http://www.cacvoices.org/organizations/birthtofive/minutes/fundmapsum
Mike explained that each of the local Great Start Collaboratives has been asked to complete a similar fund mapping project at the local level. After answering a few questions from GSC members Mike excused himself to attend another meeting. Before Mike left he stated that local GSCs, like Ingham, have been given a 6-month extension to complete the local Fund Mapping, by the end of March 2009. After Mike left, Judy Brown Clarke from MSU Outreach & Engagement continued the discussion about what the Fund Mapping Project entails at the local level. Judy and her staff will be contracting with Ingham GSC to take the lead on organizing the data collection, follow-up, focus group meetings, and writing the ECIC required reports. Luke Kane, who will be serving as the MSU contact for the Ingham GSC Fund Mapping Project, introduced himself and invited GSC members to email him with any questions (kaneluke@msu.edu). Michelle described the questionnaire developed by Eaton GSC to collect fund mapping information at the local level. Michelle distributed the relevant questionnaire/data sheets to GSC members, and said she would follow-up by sending out email attachment versions of the data sheets as well.
After discussion it was agreed that the data would be
collected using the 2006-07 fiscal year for each agency. The general timeline
for the Ingham GSC fund mapping will be that initial information will be
collected in October & November.
Judy would help fill in missing gaps and provide a first draft before
the GSC meeting on 2/11/09. Judy will
arrange focused group meetings for Directors and Program staff to answer
additional ECIC questions in February 2009. A final draft of the Report should
be available for review at the 3/11/09 GSC meeting, and then be ready to submit
to ECIC by 3/30/09 deadline.
GSC Business
CAUW/CRCF Updates – Contracts, and Logic Model Evaluation meeting
Ken
summarized that there are 3 initiatives now focusing on School Readiness in our
community:
1) the CAUW/CRCF Youth Initiative - Birth to Five (three year grant funded
initiative)
2) the Birth to Work proposal to the Kellogg Foundation by MSU and the Power of
We Consortium, and
3) the Power of We data book with indicators of community well-being, the
workgroup on School Readiness
Ken reported that at the PWC Data Committee meeting on 10/6/08, it was
suggested that we develop a common framework for all three initiatives with a
Logic Model for School Readiness. If each of the three initiatives uses
this Logic Model as a common foundation to develop more specific measurements,
evaluations, and indicators for their different projects, then each of the
programs can build on the success of the others, and the entire community will
be better served. Members of the PWC Data Committee School Readiness Workgroup,
representatives from MSU, CAUW, CRCF and the Power of We Consortium have been
invited to a first 0-5 Logic Model meeting on 10/15/08. Updates will be shared at future GSC
meetings.
ECIC
Updates & Technical Assistance September meeting
Michelle
shared that the ECIC announced that by January 2009 all 57 ISDs will have local
Great Start Collaboratives. 17 new
Collaboratives began October 1st and the last 7 ISDs will be brought
on board at the start of 2009. We
received word that the Ingham GSC 2008-09 Budget and Work Plan have been
approved by ECIC.
Advisory Groups
Jump Start - Lisa reported that although the CTF funding for the Jump Start program ended effective 10/1/08, the Ingham County Board of Commissioners approved a plan to retain all the staff positions using Medicaid Outreach dollars. The new (yet unnamed) program is being re-defined to serve pregnant woman and families with children. Although home visits will remain an integral part of the services offered, there will be changes in the duration and intensity of services.
Great Parents Great Start (GPGS) - Michelle reviewed the Great Parents, Great Start grant application summary that was emailed to the GSC members, and summarized the grant budget expenses. The GPGS budget for 2008-2009 is $157,700 with the majority of the funds supporting staff salaries, benefits, and travel. The parent educators for GPGS hold Bachelor degrees in early childhood education or child development as well as certification in the Parents As Teachers (PAT) curriculum. The budget is split between universal services, such as playgroups and the distribution of materials, and more intensive services including home visits to families that fall within the target population. The target population in Ingham County has been identified as those children who have been served by Early On or Jump Start but are no longer eligible or those who are on waiting lists for Jump Start, the Great Start Readiness Program, Early Head Start, or Head Start services. The Ingham GSC voted to approve the grant application and budget and to forward a recommendation to the Power of We Consortium for their approval and support of the application to the Michigan Dept of Education.
Children’s
Action Agenda & CAUW/CRCF Youth Initiative Updates
In the brief meeting time remaining GSC members shared updates on
progress in Goal Areas of the Children’s Action Agenda and progress on the
CAUW/CRCF Youth Initiative activities.

Barry shared flyers describing the next round
of Proud Fathers sessions beginning on 10/15 at 6pm at Maple Hill Head Start

also described a workshop to be lead by Cindy Grider on Sensory Integration
Therapy: Easy Things to Help at Home & in the
Classroom! The cost is $25 and includes
materials & lunch. It will be held on November 15, 2008 from 10 a.m.-3p.m
at the Dansville United Methodist Church, 1317 Mason St, Dansville. In addition, Barry informed the GSC that on
2/12/09 there will be a cross-discipline training on the DECA I/T at Spartan
Village CDC targeting Early On, Head Start, and CMH staff. For more information on these trainings call

Goal III - Early Care & Education
Marcia
reported that the Quality Initiatives workgroup invited representatives from
each of the local child care scholarship programs to attend their meeting. Lori
Strom from MSU, Lori Brasic from OYC and Ana Woehr from LCC Women’s Resource
Center were there to discuss current child care subsidies they offer. At the
next QI meeting the workgroup will continue these discussions, and develop
recommendations to implement the scholarship fund outlined in the CAUW/CRCF grant.
Sergio shared that the Lansing School
District Kindergarten Steering Committee discussed plans for another joint
professional development day for kindergarten teachers and preschool
teachers. On 3/10/09 Robert Verdell
will keynote a PD day that focuses on social-emotional development and moves
the focus away from academics. All
Ingham GSRP, Early Childhood Special Ed Teachers, Kindergaten Teachers and Head
Start will be invited.
The
Early Literacy Mall Events will be on Saturday 10/18/08 at the Lansing Mall,
and on Sunday 10/19/08 at the Meridian Mall.

Goal IV - Basic Needs
Ken
shared flyers from Community Organized Partners Addressing Lead (COPAL)
promoting free Toy Testing for Lead on 10/22/08 at Allen Street Farmers Market
from 2:30-6:30pm. Call 367-2468 for
more info. Michelle also offered a
reminder that CATA Millage is on the November 4th ballot. In addition, Michelle said that the PWC
Transportation Survey will be emailed to human service agencies this month.
Goal V - Family Support
Play
& Learn groups + Outreach at alternate sites - The Parent
Ed workgroup has been exploring using the Food Movers sites as an
opportunity to provide outreach for GSC partner agencies. Yvonne prepared a list of the Food Mover sites
and a schedule for agencies to sign-up on a rotating basis. MC will be the point of contact for the “box
of materials” to be used on-site. Each
agency is encouraged to bring their own special materials in addition to the
materials stocked in the traveling box of brochures.
Michelle
shared some samples of new PAT materials for immigrant and refugee
families. Sergio stated that the
Lansing School District currently serves families from 77 nationalities and has
families speaking over 45 languages.
The newest refugee populations are Nepalese, Burmese and Bhutanese.
Goal VI - Infrastructure
Public
Awareness theater ads - Michelle
has been trying to iron out the final details of the agreements to run
customized versions of the short Parenting Counts videos, with the GSC contact
information, on the screens at the NCG and Celebration Cinemas. The ads will be shown in November, December
and January during the holiday season, which typically brings lots of families
in to the theaters.
Next Ingham GSC Meeting
The
GSC meeting ended at 3:30pm with a reminder that the next Ingham GSC Meeting
will be on
November 12, 2008 at Bethlehem Lutheran Church (549 E. Mt. Hope) in
Lansing. On-site childcare will be available at the Family Growth Center
by reservation (call Kathy 371-1347).
