Opening and Approval of 3/12/08 Minutes

Operations Committee members continue to chair the GSC meetings.  Lucy chaired the meeting, and MC acted as the timekeeper.  Members each introduced themselves to the group. The Minutes from the previous Ingham GSC meeting were approved without correction.  The meeting Minutes will be posted at the Ingham GSC website www.cacvoices.org/birthtofive .

 

ECIC updates, GSC Coordinator Report

Michelle gave a brief report on GSC activities and shared copies of the ECIC Star Power Rally on May 21, 2008 encouraging GSC members to attend.  The Star Power Rally flyer with additional details is  posted at the Ingham GSC website:  www.cacvoices.org/birthtofive/stars08.  MC said the Parent Coalition meeting scheduled for 5/21/08 will be held at the Star Power Rally, parents will meet together from 1:30-2:30pm on the Capitol Lawn by the ECIC tent.

 

Calendar of Monthly Events

On Lucy’s request printed copies of the monthly Calendar of GSC meetings and events were distributed at the GSC meeting.  There were a few corrections noted, and an updated version of the GSC Calendar of events and meetings is now posted at the GSC website. Advisory Groups: Early On, Jump Start, Great Parents Great Start

No new reports from Early On or Great Parents, Great Start programs. Lisa presented the Jump Start Grant Application to the GSC that she had presented to the Power of We for support.  Lisa shared the Jump Start slide presentation with the GSC and answered questions from members.  The Jump Start presentation is viewable on-line at the Ingham GSC website: http://www.cacvoices.org/birthtofive/minutes/jstart

 

CAUW/CRCF Request for Proposal

Ken and Michelle presented the latest versions of the Executive Summary, Budget, and Component Area Charts for the CAUW/CRCF Youth Initiative Request for Proposal.  These were reviewed and supported at the joint Operations Committee and Workgroup leaders meeting on 5/2/08.  All members of the GSC were also emailed copies before the meeting. The GSC discussed all three documents and a few revisions were suggested to the charts (adding in a few additional partner agencies, and more specific outcome measures suggested by QI for the coaching project).  The Ingham GSC voted unanimously to approve the  

Executive Summary, Budget, and Component Area Charts, and requested that they be forwarded to the CAUW/CRCF for their approval.  All three of these documents are posted at the Ingham GSC website.

The next steps are to submit these documents to the funders for review by the CAUW Board and the CRCF Board.  Michelle cautioned the GSC, that although the GSC has reached consensus on our funding priorities, the funders may choose which component areas they want to fund.  Since the budget submitted matches the funds available ($225,000) our hope is that all the proposed projects receive at least their minimum funding levels, and that additional funds can be identified to expand these important projects.  We expect to hear back form the funders before the end of May 2008.

 

Revisions to the GSC Workplan

Michelle reviewed the Finance Project, and the expectations written into the Ingham GSC 8-month workplan.  Much of the GSC time lately has been focused on the deliberations and consensus building process to respond to the CAUW/CRCF Request for Proposal.  This shift in priorities, due to this exciting and challenging RFP opportunity, has meant that the timeline for working through the Finance Project activities has moved back.  In addition, we are still awaiting clarification from the State as to what data is readily available broken out County by County. After discussion, the GSC voted to approve changes in the 8-month Workplan to push back the Finance Project activities an additional three months.

The Ingham GSC initially intended to set-up an Investment Fund by setting aside $21,333 of the Ingham GSC budget and identifying an equal amount of local matching monies.  Although Ingham GSC is in the final stages of securing local match money (CAUW/CRCF Youth Initiative), by the time the funds are available there will only be a few months left in the ECIC Fiscal Year.  As we now understand the ECIC Investment Fund restrictions, all the Investment Fund dollars raised in this Fiscal Year must be spent before September 30, 2008.   The Ingham GSC discussed changing our 8-month Work Plan due the limited time left in the Fiscal Year.  It was proposed to change the Investment Fund dollar amounts from $21,133 to $8,500 and target Public Will-Building activities between now and September 30, 2008.  The Ingham GSC voted to approved these proposed changes in the 8-month Workplan.

 

Action Agenda, Building Links – Lead Coalition and Partners

Mandy Powers from the Ingham County Health Department Lead Control Program outlined the lead abatement and education services available to area residents.  Mandy also gave out information about the area Lead Coalition which usually meets on the second Wednesday of each month at the Ingham Human Services Building, Conference Room B, 5303 S Cedar in Lansing.  Barb Kimmel from the City of Lansing showed a slide presentation about the Lead Safe Lansing Program. The presentation included eligibility requirements, available services, and several pictures of Lansing homes before and after lead abatement.

Next GSC Meeting

The GSC meeting officially ended at 3:30pm, with a reminder about the next GSC meeting.
