Meeting MINUTES – Wednesday, December 12, 2007

Introductions

            Fran called the meeting to order at 1:35pm.  Fran explained that the Operations Committee members would be continuing a rotation to chair the Ingham GSC meetings.  Today Fran will be chairing the meeting and Sharlina will be assisting in the meeting facilitation by acting as a timekeeper.  Members proceeded with introductions and new participant Dr. Barry Saltman from Care Free Medical was introduced by Lori and welcomed by all.


Strategic Planning

            GSC members had received copies of the Ingham Early Childhood Action Agenda via email prior to the meeting.  This latest draft included Goals, Objectives, Strategies, Resources Needs, Roles & Responsibilities, Target Dates, and Progress Measures in each of six areas (Physical Health, Soc-Emotional Health, Early Education & Care, Basic Needs, Family Support & Parent Ed, and Infrastructure).  Members discussed the Action Agenda and commented overall it was comprehensive and included the priorities of the GSC.  A few additional edits were suggested and some additional resources identified. The GSC voted unanimously to approve the Ingham Early Childhood Action Agenda (including the latest changes offered by GSC members). 

The final version of the Ingham Early Childhood Action Agenda is posted on the GSC website (www.cacvoices.org/birthtofive), and will be submitted to the ECIC.  The Action Agenda will serve as the guideline for the GSC efforts over the next three years.  GSC members agreed it should be treated as a “living document” - growing and changing as we move into implementation of these strategies.

 

GSC Coordinator Report

            Michelle shared information regarding two big funding opportunities.  The first is the joint funding for a youth initiative sponsored by Capital Area United Way & Capital Region Community Foundation with other foundations.  Michelle has received preliminary indications that the funders have chosen birth to five to be the designated focus of this 3-year, $1.5 million dollar funding initiative, with Ingham GSC in the lead role.  For their final deliberations the funders have requested a list of the types of projects that the Ingham GSC could help initiate.  The Operations Committee agreed that the projects should be interagency and collaborative, and meet needs identified in our planning process, using the strategies and objectives in our Strategic Planning charts.  The Operations Committee suggested that we use the Strategies list from our Strategic Planning charts and a list of associated project ideas, but not present them (at this point) with a price tag for any particular project or prioritized list.
            Congratulations were offered to Michelle for her effective efforts in presenting the case for early childhood to the CAUW and foundations funding panels. 
            In addition, MSU Outreach and Engagement along with the Power of We Consortium is planning on submitting a multi-year $1 million dollar grant to the Kellogg Foundation.  This grant would foster a University and community partnership to focus on three critical areas: birth to five, middle school and workforce entry.  Michelle and Ken have provided the group writing this proposal the drafts of the Ingham GSC Strategic Planning charts for them to fold these ideas into the grant proposal.  We are awaiting more information on this proposal.
            Ken and Michelle reported that they have met with two instructors for the MSU Service Learning Center to try and arrange student projects for the Spring semester to promote the Ingham GSC and build the public will to invest in early childhood.  In conjunction with the Capital Area Community Media Center, MSU students in this class will be creating public service announcements about GSC initiatives and video spots that can be used on the GSC website and through their YouTube portal. 

Review 2008 ECIC Grant Application process; due 1/15/08

          Michelle reviewed the documents that must be submitted to the ECIC in order to receive the Ingham GSC funding for the next 8 months (from Feb 2008 through September 2008).  These include the Ingham Early Childhood Action Agenda, the 2008 Work Plan, and a new 8-month budget. The GSC at today’s meeting has approved the Action Agenda.  Michelle reviewed the 11 areas covered in the 2008 Work Plan, and said copies would be sent to the membership for an email approval vote before the ECIC deadline.  The 8-month budget will basically be a continuation budget based on the current 4-month operating budget.  The new budget proposal will be reviewed at the Operation Committee meeting on 1/4/08 and voted on at the next GSC meeting on 1/9/08.

 

Advisory Sub-Groups – Updates

             Michelle reported that we have not yet received the new Great Parents Great Start grant application.  When it is received and completed, an email approval vote will be requested from the Ingham GSC.  Stephanie reported that Early On referrals are up.  For child abuse and neglect reports involving children birth to age 3, referrals are now also being made to Early On.

Other Updates

            Barry - Head Start and CMH are sponsoring another Proud Parents series beginning 2/6/08, call Jeff at 482-1504 to register.  The KEEP Program will be providing a series of four free workshops for child care providers, other early childhood professionals, and parents in Ingham County beginning on 2/7/08.  (The KEEP workshop flyer and registration form is now available online, click here to download).  Also, KEEP is still accepting new referrals at 887-5251.
            Marcia - LCC is now enrolling students for Spring semester including seminars in Autism Spectrum, Infant/Toddler, and Developmental Discipline (www.lcc.edu).

            Lori - The OYC/CMAEYC/LCC annual conference “Coming Together for Children” will be held this year on Saturday 2/9/08.  The OYC winter newsletter, OYC training calendar, and the conference brochure are all available on-line at the OYC website www.ingham.org/hd/oyc .  Lori also updated the GSC on her sons Logan’s progress thru the first rounds of chemotherapy, and invited everyone to a Battle of the Bands fundraiser on 12/15/07.

            Beany - A series of family literacy workshops, “Raising Readers” at the East Lansing Public Library for three Wednesdays will begin 1/16/08. 

            Sharlina - The next Parent Coalition meeting will be 12/19/07 from 1-3pm with FGC child care available on-site.  Contact Sharlina at inghamgscparents@yahoo.com for more details about Parent Coalition activities.  Sharlina also passed on the requests for letters of support for the ICHD Community Health Centers grant application; and distributed donation envelopes for CAPS (Child Abuse Prevention Services).

Kindergarten Transition

Questions/Clarifications/ Comments

The Kindergarten Transition Committee met at Harley Franks Early Childhood Center with Julie Lemond, Chief Academic Officer of the Lansing School District.  Bev Phillips gave a detailed history of the kindergarten transition committee and insights gained from her time as chairperson of the committee. Representatives of the individual programs or agencies gave descriptions of their programs as well as their roles in the transition committee and in the community as a whole.  Discussion led further distinguishing the role of the transition committee as well as the role of the kindergarten steering committee. Julie Lemond was especially helpful in directing the group in ways to secure funding for planned events for the year. There will not be a December meeting for the kindergarten transition committee; our next meeting will be on 1/16/08 from 3:45-5:00 at the CACS Head Start office on Willow.

Literacy Coalition

 

At the Nov. meeting of the Early Childhood Literacy Coalition we did an evaluation of the very successful literacy week events at the malls and the different agency sites.  We are not meeting in December. In January we will start to use the results of our discussion to plan for next year's activities. Next meeting 1/15/08 8:45-10:30 at East Lansing Library.

Parent Coalition

 

The Parent Coalition's last meeting was November 27th. During this meeting we discussed the importance of parents forwarding and bringing information to the coalition as well as the other groups they are affiliated with. We also worked through an exercise in preparing for the holidays and dealing with stress during this season.

Quality Initiatives

 

The QI reviewed the draft of the Early Education & Care Goals and Objectives developed at the retreat and identified items that would be the focus of this group. Working toward developing a coaching model was identified as a strong interest area. The articles on Standards have been distributed to various partner organizations as well as others such as MiAEYC and Licensing. They should be published in the OYC and CMAEYC newsletters soon. The next set of articles will focus on providing environments that support exploration. Meeting dates have been changed to the 2nd Monday of the month from 1:30 – 3:30. Next meeting 1/14/08 1:30-3:30 at Head Start.

Infant Mortality Initiative

 

The Ingham County IMI met on 11/29 to finalize plans for priorities for FY 08.  The two major issues include access to prenatal care and smoking cessation among pregnant women.  At that meeting, we looked at recently released data that showed that the disparities in Ingham County are worsening (rates for Black infant deaths have now moved from 3:1 to 5:1).  Additionally, the ICHD shared that they were working to submit a Healthy Start grant, a national initiative looking at disparities in IM that would bring $685K/year for four years to our county.  Next meeting 1/24/08 1-3 pm ICHD.

Operations Committee

 

Planned GSC Retreat for 11/14/07 at Grace United Methodist Church, 1900 Boston Blvd., 9:30am-3:30pm.  At the Retreat we will develop an Action Agenda for each of the 5 component goal areas. Op Comm members agreed to lead the 5 small group discussions. Lucy offered to share activities from “I’m Moving I’m Learning” training/curriculum & Lori volunteered to lead the group in a “Stumbling Blocks and Barriers” activity. Participants will be given the feedback from the Community Conversations distilled into themes to use, along with their own experience and expertise, to develop objectives, timeframes, responsibilities & resources, for system outcomes.
Michelle, Ken & Sharlina attended training on the new on-line application for health care insurance which allows families to use one combined application for MIChild (S-CHIP), Healthy Kids (Medicaid), MOMS, and Plan First: www.healthcare4mi.com. Ken & Michelle have been working with others to help sponsor a Kids Count press event on 12/4/07. This will be similar to the press conference we helped sponsor last year, but with more focus on child safety and local data, & an opportunity for Ingham GSC to share the “The Status of Young Children in Ingham County” report.
Information was shared regarding 3 funding opportunities- Joint funding sponsored by Capital Area United Way & Capital Region Community Foundation with other foundations on a youth initiative; joint application from MSU & Power of We to Kellogg; & Jr. League funding for early care & education scholarships. Next meeting will be 1/04/08 at 1:30pm at CACS Head Start.
