Opening and Approval of 7/9/08 Minutes
Operations Committee members continue to chair the GSC meetings. Fran Jozefowicz chaired the meeting, and Stephanie Peters acted as the timekeeper. Due to technical difficulties the meeting started late and Michelle requested that the GSC approve a change in the order of the Agenda to put the items requiring the data projector later in the meeting. The GSC approved the change in order of the Agenda and members each introduced themselves to the group. The Minutes from the previous Ingham GSC meeting on 7/9/08 were approved without correction. The meeting Minutes will be posted at the Ingham GSC website www.cacvoices.org/birthtofive .
GSC Business
Federal Grant Application - Home Visitation
In
our previous GSC meeting Lisa reported that the home visitor programs in our
area decided to step aside and allow the State agencies (MDCH, ECIC, MDHS, MDE,
and Children’s Trust Fund) to apply for the Federal grant without a competing
application from local agencies in our region. Lisa reported that the State agencies
did submit a grant application for Michigan that would pilot and evaluate home
visitor services in three areas using a variety of models. To the disappointment of many home visitor
programs in our area Parents as Teachers was not listed as one of the primary
curriculums to be implemented. The
application did include language that allowed the possibility that other
curricula (such as PAT) might be considered if and when the funding came to
Michigan.
CAUW/CRCF Request for Proposal Updates
Sharon Granger (Capital Area United Way), and Brad Patterson (Capital
Region Community Foundation) have clarified that there is commitment from each
of their agencies to fund the Birth to Five Youth Initiative for $100,000 per
year for three years, and a commitment from REO Olds Foundation for
$25,000. Michelle will be meeting with
Kolt Communications to plan a press event to announce this total of $625,000 of
funds for the three year Birth to Five Youth Initiative. {The first grant
announcement press event will be on 9/10/08 at 11am in the East Lansing Public
Library} If all goes well the funds will be available to be spent on the
project activities beginning in September 2008.
League
of Women Voters: Children’s Health & Voter Registration
Ken
reported on the planning meetings with the League of Women Voters, and the
Health Department to set up four voter education events in September. The voter registration deadline is October 6th
so the events are planned for September 3,9,16 and 18. The theme at each event is "Your
Child's Future, Your Child's Health".
These nonpartisan community events will promote voter registration and
provide important information to families about children's health insurance and
other health issues. In addition to the on-site opportunity to register to vote and/or enroll in
MIChild and Healthy Kids there will be free food, free gifts, and door
prizes. Color posters and flyers for
the events were distributed, and GSC members were asked to help publicize these
events to families. Ken offered to also
email the GSC membership a copy of the flyer in PDF format, suitable for
printing or forwarding to other email groups. The flyer is also available to

2009
Work Plan
Copies
of the 2009 Work Plan were emailed to the GSC prior to the meeting. Michelle reviewed the proposed Work Plan at
the GSC meeting. The 2009 Work Plan includes GSC activities in Year 2 of the
ECIC Implementation Grant cycle (10/1/08 - 9/30/09). The GSC voted to approve
the 2009 Work Plan, copies are posted on the Birth to Five GSC website at:

2009 Budget
Michelle
shared a proposed GSC budget for 2009 using ECIC funds totaling $165,000. This budget includes a slight increase
($5,000) compared to the 2008 budget.
The ECIC requires at least a $10,000 line-item be included in the budget
for Parent Support (this budget includes over $15,000 for Parent Support). The proposed budget included salaries for
parts of IISD staff (Michelle, clerical and Finance Services staff) in the
amount of $42,762 (plus $14,967 for fringe benefits). The proposed budget includes $80,000 for contract services
(including performance contracts for faith and business outreach, GSC support,
and MSU Finance Project assistance). In
the budget the Ingham ISD is providing a cash and in-kind match of 28%. The Operations Committee reviewed the
details of GSC 2009 proposed budget at their 8/1/08 meeting and recommended
that the GSC approve the budget for submission to the ECIC. The GSC voted to approve the 2009 Budget,

Advisory Groups
Early On
Stephanie reported that Early On received
notification from the State in July to cut $14,000 more out of next year’s
budget. Last year the State allocated
$431k to be budgeted, but then reduced the number by $9k after the budget was
submitted. This year the State gave a
smaller allocation of $416k, and has now cut that back funding $14k to
$402,000. While the State Early On
funding is decreasing, the number of families needing and receiving services is
increasing. Fortunately, Ingham ISD
Special Education funding is making up the difference, so that Ingham Early On
services can continue being provided to families in need.
Jump Start
Lisa reported that the Children’s Trust Fund
has denied Jump Start’s request for an appeal on their funding cut. This means that $130,000 in funding will be
lost beginning 10/1/08. This funding
supported 3 Jump Start staff, and 2 home-visitors for Early Head Start. Lisa and the Health Department are searching
for ways to make up for these funding cuts.
Great Parents Great Start
No news or updates to report at this
time. Discussions are on-going in the
Parent Education workgroup about possible alternate sites for play and learn
groups.
Action Agenda
Children’s
Action Agenda Progress
Instead
of the usual reports from workgroups the GSC reviewed the year to date progress
made on Children’s Action Agenda. For
the meeting a chart was prepared extracting all the Year One targeted
strategies and objectives for the six goal areas. The GSC reviewed the chart, and members offered examples of items
“in progress” or “completed”, and shared performance measure
accomplishments. These items are all
included in the attached Children’s Action Agenda Progress August 2008
chart. A copy of the updated progress

Building
Links – Agency/Program Spotlight
Keri Keck and Jan Kimble from the Ingham County Health Department Willow
Teen Parent Network presented information about their program goals and
services. Keri also shared the PAT
Curriculum “Issues In Working with Teen Parents” from the training she recently
attended. Using a slide presentation
Keri and Jan outlined issues working with teen moms, and dads and other
relatives. There was a lot of discussion
about some of the special challenges that teenage parents face. Kerri and Jan led the GSC through an
activity to help members recognize stereotypes related to the terms “father”
and “baby’s daddy”. They stayed and
answered questions until the end of the GSC meeting and beyond. The Teen Parent Network slide presentation
